At minimum: logo versions and usage rules, clear space and minimum size, the colour palette with HEX, RGB, CMYK and Pantone values, typography, imagery direction and tone of voice. Strong guidelines also include applications, templates and a Figma library.
As short as possible while answering real questions. For most startups that is 20 to 40 pages. Long guides nobody reads are worse than a short one everyone uses.
The terms are often used interchangeably. A style guide sometimes means only visual rules, while brand guidelines usually also cover positioning, messaging and tone of voice.
